| This is not hard, men! Find a flower shop. Or stop at one of those flower stands on the corner (if you live in a city with flower stands). Or go to a decent grocery store. There are a lot of places that have decent flowers.
You don't have to get anything fancy. Often, the coolest arrangements aren't the most expensive. Some flowers have special meanings. Here is the international dictionary of saying it with flowers. Go for colorful, and avoid carnations. Carnations say, "I'm a cheap, unromantic bastard. Dump me. Soon."
For a special arrangement, go to a real florist with a price in mind, and tell her/him that you want a nice arrangement for your special someone and that they should use their artistry. Be prepared to spend a little more - say $15 to $35. These people know more about flowers than you will ever hope to, so give them an ego boost and get a really special arrangement for your special lady.
You can also order flowers online. Perhaps better to get them yourself this time, though, so you know what you're getting when you do order online. To find a florist in your area:
